I wish to begin by offering my congratulations on the official launching of the China-France consultation on development. Thank you, Mr. Minister, for coming, and a warm welcome to the French delegation.
和平、发展、合作是时代潮流。实现全球均衡、协调、可持续发展，是国际社会共同愿望。当前，国际形势总体稳定，世界经济继续增长，全球化加快发展，科技革命加速推进，人类面临难得的发展机遇。但各国特别是发展中国家的发展仍面临世界经济失衡加剧、全球经济下行风险增加、贸易保护主义抬头、能源资源压力突出等严峻挑战。
The pursuit of peace, development and cooperation is the trend of the times. An equitable, balanced and sustainable development of the world represents the common aspiration of the international community. The international situation is now stable on the whole. The world economy continues to grow, globalization has gathered momentum and revolution in science and technology is accelerating. All this has brought rare opportunities for development. On the other hand, all countries, particularly the developing countries, are faced with serious challenges of growing imbalance in the global economy, the risk of economic slowdown, rising trade protectionism and energy and resource constraints.
把握发展机遇，应对发展挑战，需要各方本着伙伴精神，有效推进国际发展合作。多年来，在各方共同努力下，国际发展合作已呈现立体化、多元化发展趋势。联合国和多边金融机构继续在发展领域发挥重要作用。南北合作呈现良性互动，南南贸易和投资上升，创新性发展筹资机制发展较快。这些都是国际发展合作的新亮点。
To seize the opportunities and meet the challenges in development requires effective progress in international development cooperation in the spirit of partnership. Thanks to the efforts made over the years, international cooperation on development has broadened and deepened both in scope and dimension. The United Nations and multilateral financial institutions continued to play an important role in the field of development. North-South cooperation has expanded. South-South trade and investment are increasing. Innovative mechanisms of financing for development are operating well. All these represent important progress in international development cooperation.
同时，我们也不无忧虑地看到，实现千年发展目标依然任重道远，仍需国际社会付出更多努力。国际发展合作应立足当前，着眼长远，重点推动以下几个方面的工作：
On the other hand, we note with concern that the achievement of the Millennium Development Goals remains a daunting challenge and takes even greater efforts by the international community. Efforts to promote international development cooperation should aim to meet both short-term and long-term needs and focus on the following aspects.
一是切实履行对发展中国家的承诺，确保其政策空间，为其发展营造有利外部环境；二是增加发展中国家在国际金融、贸易、环境、能源等各领域的发言权与参与权，推动各国、特别是发展中国家共享全球化的好处；三是推动多哈回合谈判实现发展回合的目标，在“共同但有区别的责任”原则基础上积极应对和适应气候变化，推动千年发展目标顺利实现。
First, faithfully honor the commitment to developing countries, ensure room for their decision-making and create an enabling environment for their development. Second, increase the voice and participation of developing countries in international finance, trade, environment, energy and other fields to ensure that the benefit of globalization is shared by all, particularly developing countries. Thirdly, push forward the Doha Round to achieve the goals of the development round, actively address and adapt to climate change on the basis of "common but differentiated responsibilities" and facilitate the realization of the MDGs.
各位同事，
中法两国都是国际发展合作的积极倡导者和参与者，在推动多边主义、加强国际发展合作方面有着相同或相似的看法。双方就国际发展合作领域的重大全球性问题开展交流与对话，有利于提升两国战略对话水平，丰富两国战略伙伴关系的内涵，也有利于推动南北对话与合作。
Dear Colleagues,
China and France are both active advocates and players for international development cooperation. We have common or similar views on promoting multilateralism and enhancing international cooperation on development. Strengthening exchanges and dialogue on major global issues in the field of international development cooperation is conducive to enhancing the level of strategic dialogue, enriching the bilateral strategic partnership, and also contributes to North-South dialogue and cooperation.
中方希望双方通过发展问题磋商加强在重大发展问题上的协调与合作，共同倡导多边主义，加强南北合作，推动建立平等、互利、共赢的长期全球发展伙伴关系。我们还希望能秉承平等协商、求同存异、先易后难、循序渐进的精神开展务实合作，包括开展政策对话与协调，经验交流、信息共享、范例推广等。
China hopes that through such consultation on development, the two sides will enhance coordination and cooperation on major development issues, jointly promote multilateralism, strengthen North-South cooperation and work for a long-term global partnership on development based on equality and mutual benefit. We are also committed to developing practical cooperation with France in the areas of policy dialogue and coordination, information and experience sharing and application of good practices on the basis of equal consultation, seeking common ground while putting aside differences, tackling easier issues first, and gradual progress.
今天的会议将要讨论援助与发展政策、官方发展援助、千年发展目标等三方面议题。关于援助与发展政策，会议可探讨如何加强捐助国和受援国的协调，尤其是在制定发展和援助政策时如何确保受援国的主导权与充分参与，与受援国的国家发展规划相衔接。关于资金领域，会议应敦促发达国家尽快达到官方发展援助占国民总收入0.7%的目标，确保发展筹资的主渠道。中方注意到法方在创新性筹资机制方面采取了积极举措，愿与法方加强在该领域的合作。关于千年发展目标，今明两年对在全球范围内实现千年发展目标至关重要，会议应呼吁各方履行承诺，推动千年发展目标在全球范围内按期实现。中方对明年召开联合国千年发展目标高级别会议的倡议持积极态度，希望有关会议有利于动员各方政治意愿与资源。
This meeting will discuss three agenda items, namely aid and development policy, official development assistance and Millennium Development Goals. On aid and development policy, the discussion can focus on how to enhance coordination between providers and recipients of assistance, ensure ownership of development strategy and full participation by recipient countries in the formulation of development and assistance policies, and integrate these policies into national development programs of recipient countries. On financing, the meeting should urge developed countries to meet the target of 0.7% ODA for GNI to ensure funding through the main channel of financing for development. China noted the positive measures taken by France in innovative financing mechanisms and is ready to enhance cooperation with France in this respect. On the MDGs, this year and next year will be crucial for the achievement of the MDGs globally. This meeting should call on all relevant parties to honor their commitment and push for the realization of the MDGs on time. China supports convening a high-level UN conference on the MDGs next year and hopes that this will help mobilize the political wills and resources of all sides for the MDGs.
总之，中方愿与法方共同努力，推动发展问题磋商成为两国开展战略对话、深化传统友谊、加强友好合作的又一个重要平台。
To sum up, China will work with France to turn the consultation on development into yet another important platform for carrying out strategic dialogue, deepening traditional friendship and enhancing friendly cooperation between our two countries.
